Education

Completion of a core program for a degree in information technology/systems, computer science or related field; Master’s Degree in a related field preferred; equivalent experience may be substituted for this requirement

Experience
  • Minimum five (5) years experience planning, designing, developing, implementing, evaluating and maintaining information technology application systems and infrastructure solutions or an equivalent combination of experience and/or training which indicate a comprehensive knowledge of practices and procedures used in the development and direction of computer systems
  • Experience managing both in-house and external resources is required
  • Experience managing relationships with vendors of software products and hardware services is required
  • Experience with business management – budget creation and control as well as business planning is required
  • Experience managing Microsoft technology offerings – Server, Office, license compliance and related is required
  • Experience developing and deploying organizational policy and Implementing IT procedures and standard practices is required
  • Experience managing Help Desk services to a diverse user population is desirable
  • Experience within the non-profit or public sector organizations is desirable
  • Valid Ohio Driver’s License to operate an automobile
Description
  • Manages, directs, oversees, and ensures the efficiency and effectiveness of computer operations, telecommunications, information technology, LAN/WAN networks, and PC systems; ensures that systems are secure, properly backed up and appropriately documented; develops on-going disaster recovery and business continuity plans; provides direct supervision to all IT staff and contractors
  • Provides plans and identifies budget and resource needs for projects that maintain and enhance the systems infrastructure in support of the agency mission and objectives; prioritizes IT staff assignments, contracts as appropriate for external resources with needed skills and provides for project management for all key projects
  • Provides leadership in project management, development of specifications, leadership in complex problem solving, applying judgment in consideration of proper and effective uses of technology; manages projects and programs to comply with those plans or recommends necessary projects that will require additional budget or resources to achieve results; reviews alternative solutions and assesses risk for each new project
  • Ensures users’ needs are met and that they are trained and capable of utilizing established systems; ensures technology is being used in accordance with company policies; establishes periodic reviews of IT performance and new initiatives with major departments
  • Acts as liaison and administers all hardware equipment/service provider relationships
  • Supports the selection of new vendors of software and business solutions; reviews contractual agreements for technology projects and maintenance plans
  • Continually evaluates established policies and procedures and updates them as needed; works with senior management to apply agency-wide policies related to compliance, regulatory requirements or cost-effective practices
  • Develops annual budgets in accordance with agency guidelines
  • Performs other related duties and responsibilities as assigned
