The Small Business and Entrepreneurship Council, a business advocacy group for small companies and entrepreneurs, has ranked Ohio one of the friendliest tax climates for small businesses and startups. Ohio ranked 10th (up from 14th in 2008) on the Business Tax Index for 2009. The Index measures a number of factors such as personal income tax rates, capital gains taxes, and total sales, unemployment, gasoline and property taxes. Ohio’s strongest rankings were in the areas of corporate capital gains tax rates and corporate income tax rates. It fared most poorly in its gasoline taxes. South Dakota topped this year’s list as the most friendly tax climate and the District of Columbia was considered the least friendly to small businesses.
